Every drop, tracked: a national fuel-analytics platform, built in days

To give Egypt’s petroleum sector end-to-end, real-time visibility of fuel — from the depot to the pump — Khwarizm turned to Incorta, standing up an advanced analytics platform in days rather than months, with reporting in seconds. Delivered in partnership with e-finance.

Fuel is one of the hardest things a country has to keep its eyes on. It moves constantly — out of refineries and depots, onto tankers, into thousands of stations, and finally into millions of vehicle tanks — and wherever visibility is lost, waste, shortages, and smuggling creep in. Egypt’s petroleum sector set out to close that gap with an integrated digital system to manage and trade petroleum products, tracking each product from the moment it left the depot to the point it was discharged. Khwarizm built the real-time analytics behind it, on Incorta — and built it astonishingly fast.

A country’s fuel, in motion

The scale is enormous. The distribution network spanned roughly 4,000 vehicle fuel stations and more than 3,000 depots for butane cylinders, on top of crude-storage infrastructure in the fields, ports, and refineries, and a web of main and secondary product depots. The sector’s goals were exacting: make sure product arrived safely, curb smuggling and illicit trading, and know the real quantities dispensed and the real balances at every point in the chain.

The first digital services we activated included a smart system to manage and track vehicle refuelling with smart cards instead of paper coupons — giving greater security in handling petroleum products, and accurate data on the fuel used, the quantities needed, and regular reports for decision-makers.

An advanced analytics platform — in days, not months

What made it possible to move at the speed the sector needed was Incorta. Where a conventional analytics build copies data out of source systems and rebuilds it into a data warehouse — a project measured in months — Incorta’s Direct Data Mapping reads straight from the source, with no warehouse in between.

The difference showed in the numbers. Incorta itself installed in roughly ten minutes; the full dataset loaded in a few hours; and what would traditionally have been a multi-month analytics programme was stood up as a working, advanced platform in a couple of days. Once live, queries that would otherwise take hours came back in seconds, even across the vast, complex data of a national fuel network.

Following every drop

With that engine in place, Khwarizm gave the sector a live view of fuel across the whole country. The platform tracked product from the depots, through the transport fleet, out to the stations, and down to the fuel actually dispensed — consolidating readings from the field, including the automatic tank-gauging (ATG) systems that had been rolled out to 3,595 stations, into one real-time picture of balances, dispensed quantities, and consumption patterns.

That picture fed the round-the-clock control rooms at the marketing companies, the Egyptian General Petroleum Corporation, and the Ministry of Petroleum — and it fed the decision-makers above them with the reports they needed to ensure the right fuel reached the right place, in the right quantity, and to spot losses and anomalies before they spread.

The current phase replaced paper coupons with smart cards and automated the stations — giving contracting bodies an integrated system to track their fleet’s fuel consumption precisely and adjust quotas electronically, improving efficiency and enabling decisions built on accurate data.

Proven at the Ministry of Finance — and still running

Khwarizm’s confidence in Incorta at national scale was earned. Back in 2014, the same approach powered budget and expenditure monitoring for Egypt’s Ministry of Finance — consolidating thousands of accounting units across government into one live view, and collapsing reporting from hours to seconds. That platform was applied across domains from the Ministry of Finance to the Traffic Department to the petroleum sector, and to this day the Ministry of Finance continues to use Incorta across different areas — a lasting proof of the product’s staying power in government.
