The engine behind every electricity bill
Operating EEHC’s Oracle-powered data center — the platform that bills the national electricity sector, day and night.
Khwarizm operates the main data center of the Egyptian Electricity Holding Company (EEHC) — the platform that runs customer billing, services, and reporting for the national electricity sector. Built end to end on Oracle software and Oracle engineered systems, and protected across main and disaster-recovery sites, it is operated day and night by Khwarizm’s engineers — delivered in partnership with Intercom Enterprises as prime system integrator.
Every month, across Egypt, tens of millions of electricity bills have to be calculated, issued, and collected — correctly, on time, for households and businesses alike. It is one of those quiet, enormous acts of infrastructure that a country only notices when it goes wrong. Behind it sits a system that has to be as reliable as the power supply itself.
The Egyptian Electricity Holding Company, under the Ministry of Electricity and Renewable Energy, is the state-owned holding company at the center of that sector, overseeing the production and distribution companies that serve customers nationwide. Its customer billing, services, and reporting run from a central data center — and keeping that data center running is the job Khwarizm was entrusted with.
Billing is where the utility meets the citizen. Our systems have to be available and accurate every single day — there is no acceptable amount of downtime.
A billing engine at national scale
At the heart of the data center is Oracle Utilities, the industry-standard suite for utility customer care and billing. It is the application that turns meter readings into bills, manages customer services, and produces the reporting the sector depends on — running at the scale of a national customer base.
A workload this critical needs more than good software. It needs infrastructure engineered to match — and operations disciplined enough to keep it running without drama.
An all-Oracle engineered stack
The platform is built end to end on Oracle software and Oracle engineered systems — a single, integrated stack designed to run demanding database and application workloads with high performance and availability. Khwarizm operates the full environment:
Oracle Utilities — the customer care, billing, services, and reporting application at the core of the platform.
Oracle Exadata — the engineered database platform running the billing database at scale.
Oracle SuperCluster and SPARC servers — engineered compute for the application and database tiers.
Oracle ZFS Storage Appliance — high-throughput enterprise storage for the environment.
Oracle ZDLRA — the Zero Data Loss Recovery Appliance: backup and recovery engineered to protect every committed transaction.
Multi-OS environment — Oracle Solaris (SunOS), Linux, and Windows, operated together as one estate.
Operating a heterogeneous, engineered environment like this as a single service — compute, storage, database, and application together — is where deep Oracle operational expertise earns its keep.
Built to never lose a transaction
For a billing platform, resilience is not a feature — it is the whole point. The environment runs across main and disaster-recovery sites, so operations can continue through disruption. And with Oracle ZDLRA underpinning backup and recovery, the design goal is uncompromising: protect every committed transaction, so a bill is never lost and the books always reconcile.
Khwarizm’s engineers own the readiness behind that promise — monitoring replication, validating backups, and keeping the disaster-recovery capability tested and trustworthy rather than merely present.
On a platform like this, success is measured in what doesn’t happen: no lost transactions, no missed billing cycle, no surprise when we fail over.
Operating it, day and night
Khwarizm takes end-to-end operational responsibility for the environment: the Oracle Utilities application, the Exadata and SuperCluster/SPARC platforms, ZFS storage, ZDLRA-based backup and recovery, the multi-OS estate, and the disaster-recovery posture that ties it all together. The team monitors, tunes, patches, and safeguards the platform so that billing, customer services, and reporting stay available and performant.
The work is deliberately invisible. When it is done well, no one outside the data center has any reason to think about it at all.
In partnership with Intercom Enterprises
Khwarizm delivers this operation as a specialist partner to Intercom Enterprises, one of the region’s most established system integrators and the prime contractor for the engagement. Intercom’s managed-operation services — spanning professional services, 24/7 support, and dedicated IT and security operations — provide the delivery framework, governance, and assurance that a national platform demands; Khwarizm brings the deep, hands-on expertise of operating Oracle Utilities and Oracle engineered systems at scale.
It is a partnership that works because the two sides fit together cleanly: a trusted integrator with the reach and structure to stand behind mission-critical infrastructure, and a focused engineering team that lives and breathes the Oracle stack it runs. That combination — and the genuine collaboration behind it — is a large part of why the platform stays dependable.
Khwarizm has been an excellent partner on this engagement — bringing the specialist Oracle operations depth a platform of this importance demands, and fitting seamlessly into our managed-services delivery.
The best outcome for a national billing platform is an uneventful one — bills that go out on time, systems that stay up, and data that is never at risk.
The results
That is what disciplined operations on a well-engineered Oracle stack deliver: a customer billing and reporting platform the electricity sector can rely on, resilient across sites, protected against data loss, and ready to scale as the sector grows.
