Keeping a national authority always on

Running the Authority’s main data center end to end — to ITIL v4 standards, with certified engineers on site.

A national government oversight and accountability authority relies on Khwarizm to operate its data center end to end — systems, databases, applications, security, network, and facilities — with certified engineers working to ITIL v4 service-management practices, under the advisory supervision of the Ministry of Communications and Information Technology (MCIT).

The Authority operates a data center that underpins its core systems and the sensitive information they hold. As the institution modernized, it set out to raise the discipline of its IT operations — moving from reactive, ad-hoc support toward a managed, standards-based model that could withstand external scrutiny and scale with demand.

MCIT, acting as the project’s consultant and technical advisor, helped shape the operating model and set the governance bar. Khwarizm was engaged to run it: to place certified engineers on the ground and take end-to-end operational responsibility for the facility and everything running inside it.

Operating the whole stack

Rather than covering a single layer, Khwarizm’s engineers operate the data center as one integrated environment — so that a change in one domain is understood in the context of all the others. Responsibility spans six connected service towers:

Systems — operation, monitoring, patching, and lifecycle management of server and compute platforms.

Databases — administration, performance tuning, backup, and recovery of the database estate.

Applications — day-to-day operation, monitoring, and support of the business applications that run on the platform.

Security — access control, hardening, patch and vulnerability management, and continuous monitoring.

Network — operation and monitoring of the network fabric that connects and protects the environment.

Data center facilities — power, cooling, and the physical conditions that keep everything else running.

Operating all six under one accountable team removes the finger-pointing that plagues multi-vendor environments. When something needs attention, one team owns it from detection to resolution.

Running it the ITIL way

The engagement is built on ITIL v4, the global framework for IT service management. In practice, that means the data center is run through defined, documented practices rather than individual heroics: structured incident and problem management to restore service fast and stop issues recurring; change enablement so nothing is altered without assessment and approval; service request handling with clear expectations; and continuous attention to availability, capacity, and service continuity.

The payoff is predictability. Work is logged, measured against service levels, and reviewed — so performance is visible, improvement is continuous, and the operation leaves an auditable trail. For an accountability authority, that last point matters as much as uptime: the way the data center is run can itself stand up to inspection.

Khwarizm staffs the engagement with certified engineers across the systems, database, network, and security domains, working to ITIL v4 practices.
