Insuring the herd: modernizing livestock insurance from policy to payout

How Khwarizm gave the Livestock Insurance Fund faster claims, stronger fraud defense, and clean finances — integrated end to end and fully audit-ready.

For a rural family in Egypt, livestock is working capital on four legs. An animal lost to disease or theft can undo a season’s income overnight — unless it is insured, and unless the claim is paid quickly. The Livestock Insurance Fund, Egypt’s national scheme protecting farmers and growers against exactly that, worked with Khwarizm to rebuild how it insures livestock end to end: issuing policies and processing claims on SuiteCRM, and running finance, payables, receivables, and bank consolidation on the Segments ERP. The result is faster payouts to breeders, tighter fraud control, healthier collections, and a record that stands up to full government and regulatory audit.

A safety net for the countryside

The stakes are national. Small breeders hold an estimated 75–80% of Egypt’s livestock, so protecting their animals is inseparable from protecting rural incomes and the country’s food security. Aligned with Egypt Vision 2030, the Fund insures animals against five perils — death, emergency slaughter, disease, fire, and theft — at premiums of roughly 1–1.5% of an animal’s value, with compensation reaching up to 100% of market value. For many farmers, that cover is also the precondition for the bank loans, secured against their herds, that let them grow.

Delivering on that promise, however, is as much an operational challenge as a financial one. The Fund enrolls animals through veterinary units in every governorate — inspecting the housing, vaccinating and tagging each animal, and assigning it a unique “insurance number” — supported by thousands of field committees and awareness seminars every year.

Where the system strained

The ambition had outgrown the tooling. Policy and claims processes sat apart from finance, in systems that did not talk to each other. Claims moved slowly. Fraud was hard to spot across siloed records. Fee and premium collection leaked. And reconciling premiums, payables, receivables, and multiple bank accounts was a manual, month-end scramble — while proving compliance to regulators meant assembling evidence by hand, after the fact.

For an institution whose whole purpose is to pay quickly and fairly when a breeder suffers a loss, none of that was acceptable.

One platform, from policy to payout

Khwarizm delivered a two-part platform. Livestock insurance now runs on SuiteCRM, an open-source CRM: breeder and animal records keyed to each animal’s insurance number, policy issuance, underwriting, and a structured claims workflow that carries a case from first notification through veterinary assessment to approval — across all five insured perils, with the controls and audit trail that fraud defense and oversight demand.

Behind it, Segments, the Fund’s ERP, runs the money: finance, accounts payable and receivable, premium and fee collection, payments, and consolidation across the Fund’s bank accounts. The two are integrated, so an approved claim flows straight to a controlled payout, and every premium and fee reconciles automatically. There is no re-keying between insurance and finance, and no gap between what the Fund promises and what its books show.

One animal, one identity

The Fund’s own enrollment model turned out to be its strongest fraud defense — once it was digital. By binding every record to a single insurance number, backed by tagging, the platform enforces one identity per animal: the same animal cannot be insured twice or claimed twice, and duplicate or anomalous submissions surface automatically. Every claim carries a complete, timestamped case history, so investigators and auditors can trace exactly what happened, and when.

Closing the books in a day, not a month

On the finance side, the change was just as sharp. Premiums and fees now post to the ledger as they are collected; payouts are controlled and reconciled; and consolidation across the Fund’s bank accounts happens continuously rather than in a month-end rush. Reconciliation that once took months now resolves to next-day recognition — and collection, pricing, and premium management all improved as a result of finally having one trustworthy set of numbers.

Built for accountability

Because the Fund answers to government and regulators, compliance was engineered in from the start rather than bolted on. Role-based access, segregation of duties, and an end-to-end audit trail mean every policy, claim, and payment is traceable from enrollment to payout. Meeting regulatory requirements is now a byproduct of how the system runs — not a separate reporting exercise carried out under deadline.

Beyond the headline figures, the transformation lowered fraudulent and duplicate claims — anchored by the one-animal, one-insurance-number model and full audit trails — and improved fee, pricing, and premium collection. Most importantly, the Fund now holds a single, auditable record from enrollment to payment, so government and regulatory audits are clean, with no manual evidence-gathering.

The measure of success here is human as much as financial: a breeder who suffers a loss is made whole in weeks, not months — and a national institution can prove, at any moment, that every animal is accounted for and every payment is sound. That is what modern, integrated infrastructure makes possible — and what lets the Fund extend its protection, reliably, across the whole country.
