The Ministry of Education of the Sultanate of Oman is pursuing a unified platform to raise the quality and efficiency of the services it delivers to students, parents, teachers, schools, and administrators. As part of that program, Khwarizm designs, builds, and deploys three new systems — Legal Management, Internal Audit Management, and Education Supervision — on Oracle Cloud Infrastructure in Oman, integrated with the Ministry’s education platforms, on a one-year delivery timeline.
Few institutions serve a stakeholder base as broad, or as important, as a Ministry of Education. Students, parents, teachers, school leaders, supervisors, and administrators all depend on it — and increasingly, they expect the same intuitive digital experience from government that they get everywhere else. Meeting that expectation at national scale is a serious undertaking.
A ministry with a user-first vision
The Ministry of Education of the Sultanate of Oman has set out to establish a unified platform that raises the quality and efficiency of the services it delivers, both internally and to the public.
The vision is ambitious and deliberately user-centric: an integrated platform spanning the needs of students, parents, teachers, schools, and administrators, connected to the Ministry’s back office — finance, HR, procurement, accounting, budgeting, facility management, fixed assets, projects, and intelligent, API-driven reporting. The goals are clear throughout: streamline and automate operations, put user experience at the center, enable data-driven decision-making through best-in-class analytics and visualization, and provide a consistent omni-channel experience across phones, tablets, and PCs.
Khwarizm’s role: three systems, built to fit
Within that broader program, Khwarizm’s scope covers the design and development of three systems that address distinct, high-value areas of the Ministry’s operations:
Legal Management — a single, structured home for the Ministry’s legal work: cases, contracts, legal opinions, and correspondence, replacing manual tracking with auditable, workflow-driven processes.
Internal Audit Management — an end-to-end system for the internal audit function to plan audits, carry out fieldwork, record findings, and track corrective actions through to closure, bringing transparency and follow-through to oversight.
Education Supervision — a purpose-built system for the educational supervisors who safeguard teaching quality across schools, planning and recording supervision visits, evaluations, and follow-up so improvement is tracked rather than lost.
Each system is designed user-first, with the interface and workflow shaped around how its people actually work — and each feeds role-specific dashboards and reports, so every user profile sees exactly the information relevant to them.
Built on Oracle Cloud, in Oman
Khwarizm builds and deploys all three systems on Oracle Cloud Infrastructure (OCI), hosted in Oman to keep the Ministry’s data within the Sultanate. The solution stack is fully Oracle-native:
Oracle Autonomous Database — the self-managing, self-securing data foundation. Oracle APEX — the low-code platform for rapid, consistent application development. Oracle WebLogic — the enterprise application server. Oracle BICS — powering the analytics and visualization layer.
The engagement also includes the unglamorous but decisive work of getting the data right — extraction, cleansing, and upload for the systems in scope — and integration with the Ministry’s wider environment, including its Learning Management System (LMS), Student Management System (SMS), and other internal and external systems. The result is three systems that sit cleanly inside the Ministry’s digital ecosystem rather than three islands.

Because the Ministry wants decisions grounded in evidence, analytics is built in rather than bolted on.
