The outsourced Oracle team behind Libya’s banks

How several of Libya’s major banks handed their Oracle databases to Khwarizm — meeting central-bank security standards, keeping daily operations running, and modernizing their platforms, delivered across an international border.

When a bank’s core systems run on Oracle, the database is not a back-office detail — it is where the money, the compliance, and the trust all live. Several of Libya’s major banks needed to raise those platforms to modern security standards and keep them running flawlessly every day, but chose not to build a deep Oracle bench in-house. Instead they outsourced it — to Khwarizm. Working with local partners, we became the banks’ Oracle team: implementing the security controls their regulators required, supporting daily operations, and delivering the upgrades and new projects that moved them onto modern, supported environments.

Expanding to new horizons

Khwarizm’s reach did not stop at Egypt’s borders. Working with partners to extend their business into North Africa, we took on engagements with several of Libya’s major banks — institutions running mission-critical Oracle databases that had to be both tightly secured and continuously available.

Cross-border delivery added its own demands: much of the work is performed remotely from our center in Egypt, in close coordination with the banks’ own teams and local partners, so the distance never becomes a gap in either security or day-to-day support.

A regulator’s bar — and platforms to modernize

Banking regulators set a hard bar for how customer and transaction data must be protected. For these banks that meant bringing their Oracle databases into line with PCI-DSS — strong, demonstrable controls over how cardholder and account data is stored and accessed — while at the same time upgrading aging database environments to modern, fully supported versions.

None of that could come at the cost of the daily service. These are live banking platforms: the security hardening and the upgrades had to happen around continuous operations, not instead of them.

One outsourced Oracle team, four jobs at once

Khwarizm took end-to-end responsibility for the banks’ Oracle estate across four fronts:

PCI-DSS on Oracle — implementing the database security controls the standard requires, using Oracle’s security options and enterprise security packs so that sensitive banking data is encrypted, access-governed, and auditable.

Daily operations support — acting as the banks’ standing Oracle team for the day-to-day: monitoring, tuning, backup and recovery, and resolving the operational issues that arise on any busy production database.

New projects and upgrades — moving the banks off aging, hard-to-support environments onto modern Oracle versions, and delivering new database projects as the banks’ needs grew.

Consulting and best practice — bringing the architecture, high-availability, and operational standards Khwarizm runs at national scale in Egypt to each bank’s platform.

Built for availability

Behind the day-to-day sits the engineering. The banks’ databases run on Oracle’s enterprise stack — Oracle Database Enterprise Edition with Real Application Clusters (RAC) for high availability, Oracle Enterprise Manager for monitoring and management, and Oracle engineered systems for the most demanding workloads — with cloud where it fits. It is the same class of platform, and the same operational discipline, that Khwarizm applies to critical databases across the region.
